Yes dogs are allowed almost everywhere in big bear. The dog part of the park is at the end of Main St Port Monmouth and this is where they decided not to cut the grass.

Are dogs allowed in bay park. A dog run includes separate areas for big and small dogs and is located on the east side of the park by the ball fields. Dogs are allowed only in dog runs or paths specifically designated by Parks Commissioner. Dog run is open 8am to dusk year round.
Dogs must be on a leash no more than six feet long at all times except in dog runs and designated off-leash areas at the prescribed times. You must pick up after your dog and dispose of the waste in containers provided throughout the park. You must prevent your dog.

Map Card 6 Point Isabel Regional Shoreline Richmond. The 55-acre site is a great place to fish walk on the beach or go sunbathing. Dogs are welcome at Eastern section of the beach but they must be leashed at all times to preserve the delicate coastal habitat.

It would be better served as an off leash dog park and at the minimum all that would need to be done is a fence but I dont think they want to do that.
